About The Founders
From the very beginning, we’ve been fortunate to be led by our incredible co-founders, Ola Ostlund and Kelly Martinez. Both Ola and Kelly have decades of experience in their respective fields, together forming a dynamic duo of expertise from their unique perspectives.

With nearly three decades’ worth of in-the-field experience, Ola Ostlund is regarded as one of the most highly skilled and respected Healthcare Management Professionals in California and beyond. Ola has served the healthcare industry in master planning, project management, inspection services, and HCAI strategy roles and continues to provide his expertise in the planning, design, and construction phases for new and renovated healthcare facilities in California and beyond. His work’s emphasis hinges on a thorough, beginning-to-end solutions-based approach enabled by his skill in foreseeing and solving issues before they arise. We are truly fortunate to have Ola as a leading member of our team.

Kelly Martinez brings to Hallsta a distinctive perspective from her years as a registered nurse, hospital administrator, and Chief Operating Officer. Not only does Kelly have a Master of Business Administration and standing as a Fellow of the American College of Healthcare Executives (FACHE), she is certified in emergency management and lean processes, allowing her to apply her aptitude in those fields to all projects she manages. Kelly is especially effective in clinical impact planning, licensing, regulatory compliance, and HCAI strategy when involved with projects at Hallsta. We couldn’t envision our current success without Kelly Martinez at the helm.

What Hallsta Does
Hallsta was born from the desire to focus our business from an all-inclusive approach to healthcare construction towards the support services we offer. The values our company was founded on have remained constant and our mission has remained the same with every project we’re fortunate enough to provide with our services. The mission, to account for the safety of the patient and the healthcare community, is carried out in our set of core values – Inspiration, Safety, Caring, Integrity, Excellence, and being Service Minded to name a few. With these values deep in our foundation since the beginning, we perform a variety of services, including Master Planning, HCAI Strategy, Project Management, Clinical Mitigation, Licensing Strategy, and Inspection.

Our Master Planning services are visionary and feasible, and they include current state and infrastructure assessment, regulatory compliance, and clinical and campus planning. We have extensive knowledge in the area of HCAI Strategy, using a proactive and leading approach to understand the always-changing cycle of state codes. Our team has worked in-depth with HCAI field staff, plan staff, and leadership for decades, giving us the extensive experience required for avoiding any project hiccups. Hallsta is proud to have some of the best Project Managers in the industry, deft in specifying project scopes, costs, schedules, activities, and resources. Our team’s innovative, step-by-step approach focuses on each facility’s unique needs and seamlessly integrates all clinical and construction elements.

A vital portion of our work is our team’s expertise in infection control and interim life safety measures to ensure the safety of all patients, staff, and visitors during the construction process. Clinical Mitigation includes providing an impact plan based on Title 22 requirements, the schedule of the project, and maintaining continuity of patient care throughout. We provide Licensing Strategy, where submission of regulatory applications is crucial to the preparation for a smooth construction process, and work directly with CDPH, HCAI, BoP, TJC, DNV, and other local jurisdictions to ensure the licensing is valid and punctual. Our team includes Class A Inspectors of Record who provide continuous Inspection in all phases. We understand the importance of providing a flexible, proactive approach to ensure HCAI compliance and safety throughout the whole project.
